PUBLIC COMMENT PROCESS

Each member of the public may speak for a total of five minutes on any action item listed on the agenda or other matters within the Council’s purview except with regard to items listed as public hearings. To speak in the Public Comment segment please complete and deliver a speaker’s card to the Clerk prior to the call for public comments. You will be called to the podium by name when it is your turn to speak.

During a Public Hearing: Each member of the public may also speak on each public hearing item. Please provide a speaker’s card listing the public hearing by number and submit it to the Clerk before the hearing is opened by the Mayor. Your speaking time will be limited to the subject of the hearing. In general, speakers are given three minutes. However, the Mayor may limit speaking time during public hearings if several people wish to speak.

Should you need to provide written documentation, please give the Clerk a minimum of NINE (9) copies prior to the start of the meeting so the information can be distributed to the Council.

ADMINISTRATIVE ITEMS

14. DISCUSSION OF CITY COUNCIL AGENDA PROCESSES, MEETING DAY AND TIME, CITY COUNCIL BUSINESS PRACTICES AND OPERATING PROCEDURES

RECOMMENDATION: It is recommended that the City Council review, evaluate and discuss agenda processes, and meeting day and time, and provide direction to staff.

 

15. CONSIDERATION OF RESOLUTION NO. 2018-01 ELIMINATING AFTERNOON TURN RESTRICTIONS ON HARBOR BOULEVARD AT FULLERTON ROAD, KASHLAN ROAD, AND PEPPERTREE DRIVE

RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 2018-01 eliminating the 4:00 p.m. – 7:00 p.m. turn restrictions from Harbor Blvd. onto Fullerton, Kashlan, and Peppertree.

 

16. ALTERNATIVE OPTIONS FOR PROVISION OF LAW ENFORCEMENT SERVICES

RECOMMENDATION: It is recommended that the City Council direct the City Manager to explore the feasibility of contracting for police services with City of Whittier and report back to the City Council within two months.

 

17. ADOPT STATEMENT OF INVESTMENT POLICY AND DELEGATE INVESTMENT AUTHORITY

RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 2018-02 adopting the Statement of Investment policy and delegating investment authority to the City Treasurer.

 

18. AVOCADO FESTIVAL 2018

RECOMMENDATION: It is recommended that the City Council discuss and provide direction to staff in regards to the 2018 Avocado Festival.

 

19. DIRECT THE PLANNING COMMISSION TO CONSIDER POSSIBLE OPTIONS FOR A LOCAL ORDINANCE THAT REGULATES THE SIZE OF SINGLE-FAMILY HOMES TO MAKE THEM MORE CONSISTENT WITH EXISTING NEIGHBORHOODS

RECOMMENDATION: It is recommended that the City Council direct the Planning Commission to consider possible options for a local ordinance that regulates the size of single-family homes to make them more consistent with existing neighborhoods, similar to the ordinances adopted by other municipalities.

 

20. FIRE DEPARTMENT EMERGENCY RESPONSE FEE AND PARAMEDIC MEMBERSHIP PROGRAM

RECOMMENDATION: It is recommended that the City Council review and discuss the Fire Department Emergency Response Fee and Paramedic Membership Program, and provide direction to staff.

 

21. DIRECTION REGARDING IMPLEMENTATION OF AN EXPANDED AND IMPROVED BRUSH CLEARANCE PROGRAM

RECOMMENDATION: It is recommended that the City Council:

 

A. Authorize the Fire Chief to enter into a contract, approved by the City Attorney, with 3Di Systems for myFD Brush Clearance/Weed Abatement software program. The contract amount is not to exceed a six year total of $217,600.
B. Authorize and begin recruitment for the full- time Fire Marshall and part-time Fire Inspector positions.
22. INDIVIDUAL COUNCIL MEMBER INFORMATION ITEMS AND/OR REQUIRED MEETING ATTENDANCE REPORTS

RECOMMENDATION: It is recommended that the City Council approve meeting reports and receive general comments, announcements, and/or suggestions from Members of the City Council.
